APL VANCOUVER and deployed SAR tugs moved south, from Vung Ro Bay to Phan Rang Bay, Ninh Thuan Province, because of deteriorated weather and some other considerations. Reportedly, fire, said to be subdued, on February 2 went off again. Salvage 11-experts team is already on site.
