New rules for applying for U.S. visas: effective from September 2025

The U.S. Department of State has announced significant changes to the application process for nonimmigrant visas.

From now on, applicants must submit their visa applications exclusively in the country where they either:

• legally reside (with a valid residence permit or under protection), or
• hold citizenship.

Applying in third countries will no longer be allowed, except in limited, exceptional cases.

Those who attempt to apply outside their country of residence or citizenship may face significantly longer interview wait times, and the paid visa fee will not be refunded or transferred.

The new rule does not apply to applicants for visa categories A, G, C-2, C-3, or in cases involving humanitarian, medical, or other emergency circumstances.

How does this affect Ukrainian seafarers applying for C1/D visas?

The U.S. government is not currently providing standard nonimmigrant visa services in Ukraine, as operations remain suspended due to the war. As a result, Ukrainian citizens must apply for visas in designated locations abroad.

• With residence or protection status, you may apply for a C1/D visa in your country of residence.
• Without such documents, you must apply for the C1/D visa in Poland – at U.S. consulates in Warsaw or Krakow.
• All existing visa interview appointments remain valid.
