The Ukrainian government has published a resolution № 1031 amending border-crossing rules, granting men between the ages of 18 and 22 the right to travel abroad during martial law. The document was released on the government’s official portal on August 27 and came into force today, August 28.
According to the resolution, Ukrainian men from 18 up to and including 22 years old are now allowed to leave the country. The travel ban will apply from the age of 23 through 60.
When crossing the border, men in this age group must carry both a foreign passport and a military registration document, either in paper or electronic form. If an individual is listed as wanted, border guards will deny exit regardless of age.
For Ukrainian maritime cadets, the new rules are crucial: they can now freely travel abroad for onboard training and internships, gaining essential experience for their professional development.
