Swedish authorities have detained the bulk carrier Hui Yuan after the vessel was caught discharging coal residue into the sea off the country’s southern coast. 

The Panama-flagged bulker was intercepted near Ystad, following surveillance that indicated the vessel had flushed cargo residues into the Baltic Sea in violation of national environmental regulations.

According to prosecutors, the master admitted during questioning that the discharge occurred due to negligence. A financial security was posted to cover potential fines, after which the vessel was allowed to proceed, in line with standard enforcement practice.

The 225-metre MV Hui Yuan, owned in Guangzhou, had loaded coal at the Ust-Luga terminal near St. Petersburg in Russia and is currently bound for Las Palmas, Spain. The cargo’s final destination remains unclear.

The incident comes amid a broader enforcement push in the Baltic region, where NATO-aligned states have increased scrutiny of vessels linked to Russian trade flows. Swedish authorities alone have boarded four vessels in just over a month, targeting not only suspected sanctions evasion but also environmental and safety violations.

The Baltic Sea remains a particularly sensitive operating environment due to dense traffic, strict discharge regulations, and critical subsea infrastructure. Authorities have signaled that even minor violations – such as cargo residue washings – will trigger intervention.
